Assignment #3

The Right to Communicate

This assignment builds on the readings you have done about the right to communicate, including the essays by Calabrese, Jean D’Arcy, the MacBride Report, and the documents pertaining to the World Summit on the Information Society (WSIS). In particular, you should pay close attention to the Civil Society Declaration to the WSIS. For this assignment, please do the following:

  1. Review the Civil Society Declaration to the WSIS and identify two of the “core principles” it discusses that you would like to further investigate;

  1. Using the United States and one other country of your choice, compare the degree to which the two core principles you’ve chosen are addressed in these countries;

  1. Explain how the problem areas highlighted by the core principles you’ve chosen can be improved in the two countries you are examining;

  1. How well do the WSIS Declaration and Action Plan address these problem areas? In answering this question, you may focus on the two countries you are examining, but you need not focus your comments entirely on those countries.
