I am a Human Geographer and Development Planner. I currently work in Rwanda on a variety of land planning and development projects.

I have taught at the University of Colorado-Boulder since 1997 in the departments of Geography, Women’s Studies and others.

My research interests include: the role of information and communication technology in development (ICT4D); rural development; and participation and gender relations in development. I am also interested in the application of actor-network theory to understanding the emergence of transnational cyber networks and their influence on e-governance, democracy, and locally empowered development.
